TORONTO (AP) -The Ottawa Senators dealt their provincial rivals a demoralizing loss.

Chris Kelly scored the tying goal with 2:06 left in regulation and Chris Phillips scored in overtime to give Ottawa a 3-2 victory over the Toronto Maple Leafs on Saturday night.

Ray Emery had a season-high 43 saves and Dean McAmmond also scored for the Senators.

Boyd Devereaux and Alex Steen scored for the Maple Leafs, who have won only four of their last 16 games.

"You walk away feeling completely discouraged when you should walk away quite hopeful," Toronto coach Paul Maurice said. "It was a hard fought game and to have it go like that, it hurts."

Devereaux - recalled from the minors on Thursday because of a slew of injuries - gave Toronto a 2-1 lead with 6:20 left in the third with a wrist shot to Emery's blocker side.

Kelly tied it with a one-timer from in front after Wade Redden made a nice pass from the boards.

Phillips streaked toward the net and redirected Dany Heatley's pass past goalie Andrew Raycroft at 2:39 of overtime to end it.

"We should have won. We had a 2-1 lead in our building and we didn't win," Raycroft said. "It's frustrating."

Kelly called it a good character win.

"We battled back," Kelly said. "Philly had the big goal in overtime but Ray was 'The Man' tonight."

Emery had shutouts in his previous two games and was outstanding against last-place Toronto, who now trail third-place Ottawa by three points in the Northeast Division.

"We're in the same division. These games are worth four points," Emery said. "There's no love lost between the teams. We gun for each other."

Emery's scoreless streak ended at 160:04 when Steen scored on a rebound at 18:54 of the first.

After Kelly skated in on a breakaway and put a shot on Raycroft, McAmmond poked in the rebound for a short-handed goal at 5:37 of the second.

The Maple Leafs skated in on a 3-on-2 less than a minute later, but Emery made a sprawling save on Tomas Kaberle.

Ottawa won despite missing leading scorer Jason Spezza and second-line center Mike Fisher, who are both out indefinitely with injuries.

"We threw a lot of rubber at Emery. That's all you can do when have a hot goalie like that," Devereaux said.

Notes: Toronto's Darcy Tucker, who has a team-high 19 goals, missed his second straight game with a bruised right foot. ... Ottawa captain Daniel Alfredsson was booed every time he touched the puck. ... The teams meet against Feb. 3 at Ottawa.
